摘要:
目的]为推进福州市社会保障数据治理，提升政务服务能力，[方法]本文通过分析社会保障数据治理现状，结合平衡计分卡指标评估体系，进行具体指标打分。[结果]根据指标得分，得出福州市社会保障数据治理存在数据共享率低、技术人才缺乏、监管不到位等问题，这在一定程度上造成了发展的局限性。[局限]本文中通过平衡计分卡指标打分所搜集到的数据有限。[结论]最后，从搭建平台数据共享、加强培训提升能力、做好防范加强监管等方面提出具体可实施改进措施，促进福州市社会保障数据治理的高质量发展。
Abstract:
[Objective]In order to promote the social security data governance of Fuzhou and improve the ability of government service, [Methods]This paper analyzes the status quo of social security data governance and combines the SC index evaluation system to score specific indicators.[Results]Combined with the index score, it is concluded that the social security data governance in Fuzhou has problems such as low data sharing rate, lack of technical personnel and inadequate supervision, which causes the limitations of development to a certain extent.[Limitations]The data collected through the balanced scorecard index score is limited.[Conclusion]Finally, specific improvement measures can be proposed from the aspects of building platform data sharing, strengthening training and improving capacity, strengthening prevention and strengthening supervision to promote the high-quality development of social security data governance in Fuzhou
